Attempted foot blocks

Since foot blocks, or even attempted foot blocks, are not allowed under VUL rules, what is the appropriate way to deal with them? Obviously, a successful foot block is a foul that goes back to the thrower; but what's the stall count? If someone is attempting foot blocks early in the count, is a foul called even if a throw isn't made? If there is an attempted foot block on a throw, and the throw is not successful, is it still a foul, back-to-thrower situation?

My interpretation of the VUL rules is that since it's a "foul" and not a marking "violation", any attempts, successful or not, is treated as a foul and therefore:

If uncontested: Stall goes back to 1

If contested: Stall goes to Count + 1 or 6 if over 5.
